Jan Brooke: examples of climate change adaptation experience

At International Level

Since 2015, Jan has been the focal point for PIANC’s ‘Think Climate’ coalition and the coordinator of the multi-stakeholder Global Climate Action Agenda initiative entitled Navigating a Changing Climate - an initiative first developed under the Lima Paris Action Agenda in preparation for the 21st session of the Conference of the Parties to the United Nations Framework Convention on Climate Change (COP21). In this role, she has contributed to the ongoing activities of the transport sector as part of the UNFCCC non-state actors’ programme, and she also organised a major international climate change conference for the waterborne transport infrastructure sector, in Brussels, Belgium in March 2017.

Jan is the UK representative on PIANC’s Permanent Task Group on Climate Change. She is also the mentor of PIANC’s international Working Group 178 developing a practice guide entitled Climate change adaptation for maritime and inland port and navigation infrastructure.

At European Level

Jan coordinated the European navigation sector’s input into the guidance on climate change - River Basin Management in a Changing Climate - prepared under the auspices of the Water Framework Directive Common Implementation strategy, and participated in associated follow-up activities (2009)

Jan provided expert advice inter alia on the beneficial re-use of sediments for habitat enhancement and on managed realignment to Climate KiC Working with Nature project on flood defence and maritime infrastructure (2011-2013)

At UK Level

Jan was commissioned to prepare a sectoral paper on the impacts of climate change on UK port and inland navigation infrastructure for Government’s Living with Environmental Change programme (2014)

Jan developed and delivered workshops, and provided expert advice and other assistance to the Port of London Authority, to Milford Haven Port Authority and to Harwich Haven Authority to facilitate the preparation of their respective climate change adaptation reports to Government under the UK Climate Change Act 2008 (2010-2011)

Jan was responsible for identification and evaluation of adaptation options in a comprehensive report on climate change mitigation and adaptation options for UK inland navigation, prepared for the Inland Waterways Advisory Council (2009) with Ian White.
